| To give the birth and development of social policy from a historical perspective, to review the debates on the concept and scope of social policy, to discuss the national and international forces that are effective in the creation of social policies in the case of Turkey, to discuss the contribution of social work as a profession and discipline in the creation and implementation of social policies, To review the theory and practice models regarding planning and management in the regulation and operation of the field of social welfare. |

Reviews the debates on the definition and scope of social policy today. Learns the changes in the understanding of the state in the historical process and the indicators of the social state understanding? Learns the national and international forces, institutions, legislation and tools that are effective in creating social policies in the case of Türkiye. | | 2 | Learns the concept of planning as a social policy tool, its organization, practices and new trends in the understanding of planning. ?
